OFFENDER MANAGEMENT INSPECTION REPORT |

In September 2007 LRPA received an excellent Offender Management Inspection Report. The average score for the area was the highest of all inspections that had been carried out so far.
The report’s main findings were:· The quality of assessment and planning overall was of a high standard. The area was to be congratulated on its commitment to undertaking a full offender assessment on all cases.· There needed to be a more consistent approach to assessment, planning and review so that all offenders could benefit from the impressive range of interventions on offer.· There was a very high level of commitment in offender managers and inspectors were impressed by their diligent and persistent approach to their work.· There was an excellent range of multi-agency services deployed in the management of prolific offenders and within the criminal justice integrated drugs team.· Some gaps in provision to address offence related need were found, the most notable of which was in relation to alcohol misuse.· The levels of achievement in the area of employment, training and educational goals of securing jobs and qualifications were positive.· Consultation with internal and external stakeholders was a theme within the area with outcomes used to inform service improvements.· There was a rich and impressive approach to promoting diversity at all levels. The inspectors detailed a number of recommended improvements. The Chief Officer Group has to submit an action plan within four weeks of the publication of the report. The following actions are supporting current improvement work:
- Victim issues are integrated into all aspects of Offender Management
Victim Support representative Mr Colin Baggott and board members are assisting.
- Sentence Plans and reviews are completed to a high standard and drive the supervision of offenders. (Need to clarify the time of action.)
- Assessment for and referral to appropriate Employment Training and Education (ETE) activity is undertaken in all relevant cases.
- An appraisal is completed annually for all staff members.
