Lay Adviser (Voluntary role) Post Ref: LAYADVS
We are looking to recruit a Lay Adviser to sit on the Strategic Management Board (SMB) that oversees the MAPPA Arrangements in place for the management of sex and dangerous offenders in the community
MAPPA are the Multi-Agency Public Protection Arrangements (MAPPA) which the police, probation service and prison service are required to put in place, in every area of the country to work with other relevant organisations in order to manage offenders who could potentially pose a risk to the public.
Each area must also have two Lay Advisers, who will contribute to the review and monitoring of MAPPA, which is undertaken by the Strategic Management Board. The Lay Advisers will have no involvement in the management of individual cases or offenders, although they are encouraged to attend MAPPA meetings as observers and report back to the SMB.
The advisers will be voluntary, and will be required to attend at least four Strategic Management Board meetings a year as well as having the opportunity to sit on some key management sub-groups (e.g. Quality Assurance, Communications). Lay advisers are also encouraged to contribute to the MAPPA Annual Report, which explains to the public how the MAPPA work in this area.
Although the role does not involve any direct contact with offenders, each adviser will receive a full induction into the way the various agencies involved in criminal justice locally work together. However, they are not expected to become experts. Their value is to bring a community, “man in the street” perspective to the way the arrangements are working.
The purpose of appointing Lay Advisers is, therefore, to ensure that communities are represented in the planning and monitoring of what is done to protect them and that those involved professionally with MAPPA can take this into account. Lay Advisers will therefore provide an important local community perspective at this strategic level.
Although there are no formal educational requirements for this post, you will need to understand complex information both in written and numerical form. You must have a strong interest in community and social issues, and be able to demonstrate your experience. You must be able to justify your decisions using appropriate information, as well as being sensitive whilst dealing with painful or tragic situations. Ideally you will be a good team player, possess good social skills, and be committed to equality and diversity. You should be able to constructively challenge the views and assumptions of senior professionals. You will also be expected to attend various training courses and also 2 MAPPA meetings per quarter as observers.
Selection is based on interview and the undertaking of paper exercises aimed at revealing the skills necessary to fulfil the role.
Although no payment is available for this post, expenses and, where appropriate, loss of earnings incurred in fulfilling the role can be claimed.
